You can't use the medic drone once you're down. You'll need to use the ability before you go down, then after you're down, crawl into the healing sphere to revive yourself.

I suggest building up surge energy by killing enemies and breaking boxes, then find an environmental hazard to take yourself down. I found the pools of lava in the Hellscape level and the toxic pools in the Aftermath level good for taking your health down.
