You should have this achievement, depending on performance, by the time you finish 10 stages each for Mei, NeNe, and Rinko. But if you don't you can use the solution I posted for level 9 as well.
I unlocked this after clearing my first 5 normal stages against Mei.
Load up Mei Stage 5 on normal and let it play out without moving your character or playing at all. At the end of the song you'll be awarded 200xp. Most levels were about 1500 xp to level up.
