This will likely be your last achievement in the game. You'll need to do a bit of grinding to finish out the remaining few levels after beating 10 stages for Mei, NeNe, and Rinko. I believe I was at around level 6 or 7.
Luckily if you're tired of actually playing or if your eyes started to melt there is an easy semi-afk method.
Load up Mei Stage 5 on normal and let it play out without moving your character or playing at all. At the end of the song you'll be awarded 200xp. Most levels were about 1500 xp to level up.

In order to be able to idle Mei Stage 5 on normal without dying, you need to be playing as the starting character, Mikoto. I was trying to idle this as Mei, forgetting I switched to her, and was dying before the song ended.
