I started on a pretty wooded planet, and paused the time. I marked all of the trees (80+) to get demolished, and built a road network as far out as I could. Then I set the time speed to 4x, and saved the game (slot 4).
Once all of the trees where demolished (takes about 30 seconds), I saved the game into a different slot (slot 3), then reloaded the game from the prepared file (slot 4).
Repeat that process until it pops. Took me about 10-12 reloads.
