The key to this is to hold the left stick to the right straight away from the beginning. This shortens your amount of time to build up power but you should be able to max no problem. Once the power lock kicks in then timing and angle are all that matter and are easy to concentrate on because you are not mashing the power buttons.

Thanks! keeping back the L stick from the beginning gave me just enough extra time to get the 45 degree angle correct :)

Due to the control system if your left handed you will have issues getting this, if not then happy days as it isn't too hard. The power is easy to build up with the right stick, when you cross the first white line move the left stick to the right then push up and to the left as close to a 45 degree angle as you can.
A little practise should easily see this one pop.

Just a note adding to the other solutions, it will not be enough with full power and 45 degrees by itself. To be sure of getting over 98.50 you also need to time your throw as close to the line as possible.
It took me 4 throws with full power and 45 degrees inching closer to the line before i got close enough to the line without fouling to get 98.7 something.
