You can get the Ki-spark with 30 light aura points and 18 psi points. Keep catching the wee little creatures and petting them and letting the prisoners go and you'll get there.

ANSWERS:
-It is possible to have 30+ Dark aura & 30+ Light aura at the same time.

-After releasing a prisoner, be sure to choose the Light Aura option to increase Light closer to 30.

Did anyone else have their "Electrified" achievement freeze at 35%?
I've defeated well above 20 enemies with Ki Spark and nothing.

Yes and no. It is unlocked in the sense that you can purchase it from the Psi Powers menu for 16 Psi Points (this is actually mentioned in the guide you replied to, though the cost is wrong).
-Is Ki-Spark in the menu? If so, what is the button path to find the ability?
It is in the Psi-Powers menu. Start > Left to the Character Menu > LB twice to the Mutations Menu > Down once to the Psi-Powers Menu.
-What are wee little creatures? Is that their name in the game? Where are they found?
There are varied small animals that you can catch with the Rod Net (the Y button prompt will appear) which you unlock early in the main story. They appear randomly in the world and take the form of small hopping birds and the like.
-Releasing the prisoners is all that needs to be done? So it doesn't matter if we choose to punch them after releasing them, because it's hilarious?
Offer to help the prisoners, which will award you with +1 Light.
-Can we still get 30 light aura if we've already chosen 30+ dark aura?
Yes.

The KI-Spark ability can be found in the MUTATIONS tab in the menu of your character. You earn PSI Points which can be gained from kneeling at altars (see Kneel trophy_silver.png for details) or through defeating enemies with PSI abilities.

It will cost you 16 PSI points and have at least 30 Light Aura (this is earned by being positive in the game through choices etc) and you chose which button you assign the ability to in the menu so you can use it in combat.

If you want this out of the way first, save them so you can earn it. If you want to save your points, make a save, earn the trophy and then reload. The trophy will pop once you have killed 20 enemies with this ability.

Ki-Spark is a skill that requires 16 Psi-points to unlock. You will want to save up this many from the start and get this skill before spending many points on other things. As described in Kneel (55G) you will get a Psi point for every alter you pray at, so that's 30 points right there. Every prisoner you save at a bandit camp will reward a Psi point as well. So there's plenty of points to go around for all the skills, but getting this and working on it early will help knock the achievement out. Unless you are building a "mage" type character, this skill will do very little damage, so weaken enemies with normal attacks before finishing them off with it to work on the achievement.

"Qi discharge" is not the correct name for the ability.
We need the psi power ability "Spark of Chi" (requires a light aura of 30 and psi points).
We knock down all the life of the enemy and leaving a little bit, we finish off the Spark of Qi.
