How to unlock the Thugs achievement in Biomutant - Definitive Guide
Throughout the world there are 11 bandit camps. They appear on the map as small squares. Upon clearing one you get the side quest "Cleaning Up" which will lead you to the rest of the camps one by one. Each camp has a leader, sometimes another larger enemy, and several smaller enemies. I had to clear six of these camps to unlock the achievement.
The ones I found are (with directions relative to areas you'll pass through during the story):
-South of End-of-the-line, sector 8h. x-166581, y-238812
-Just north of Wingnut Chugtunnel, sector 7j. x-140019, y-343875
-North of Porky Puff's Place, sector 2g. x113825, 7-167969
-WNW of Sinkidink, sector 5o. x-20206, y-37500
-NE of Sinkidink, sector 4f. x33794, y-118375
-Under the tree of life root leading to Jumbo Puff Place, sector 8d. x-177675, y-37688
-East of Surgesurf Factory, sector 10g. x-289488, y-187594

Defeat 25 Bandits
Scattered around Biomutant’s open world are 11 bandit camps filled with critters for you to fight and loot to acquire. Each camp has at least two normal-sized critters and two big critters (one of which is the bandit leader). These camps are relatively easy to spot on your map. You just need to look for a square-shaped box ringed by spikes.
Defeating 25 of these Bandits will award you with the Thugs achievement.

For this trophy, you need to go to the forts that are located around the map and defeat 25 enemies/thugs that are in the forts. There are roughly 6 thugs per fort, so do the first 5 following the side quest ‘Cleaning Up’ to conquer all forts that pops when you do the first one.

Bandits are found at Bandit Camps (imagine that!?) which are marked as small square forts on the map, such as this one. Once you find a fort and defeat the enemies there, you'll get a side-quest to then find the other 10 forts in the game and defeat those enemies as well. Continue on in this side-quest to eventually unlock the achievement (after 6 forts). There is no need to complete the quest after getting this achievement if you don't want to.

Bandits live only in fortresses. After you find and clear the first one, a quest will be activated that will highlight 10 more places. We clear a couple and get a trophy.

Bandits on mini-quests to restore villages also count

I’ll add Fantiiik’s hint:
not in fortresses, but in bandit camps. The quest is called "Bandit Fury".
On the map these camps look like a square fortification with towers
