If you don't happen to get this naturally through normal play, the most reliable way is to use the Telekinesis psi-power and throw enemies into tar.
Most areas with tar only contain "tar enemies" (ones with black fur), and those don't drown.

- Tribe Falloutline 10J
- Blazebase (sector 9M, to the far Northeast)

If you are lucky enough to have a sqvuip spawn near a pool, you can chase them into the oil and it counts as well.

I was able to pop this just wandering around the Mekton area in the oxygen suit, not in the mech, and any non tar enemies I could find I'd try to lure into nearby tar just make sure you are in active combat mode. Once i got 5 the achievement popped. Others have had success with the super wung-fu punch combo to launch enemies into the tar as well
Oil is fairly obvious to spot, being a dark black liquid. When you or an enemy touches it, you will start to sink and have limited time to escape or you will drown. You can either push enemies in with basic attacks, or use abilities such as Telekenesis or Mucus Bubble to move them into the oil.
