Select Settings in the lower left.

twice to go to Game Settings and set Enable travel fees to No.
Press to open the pie menu and select the Map in the upper left.
Select the Junkyard as your destination.
Walk around and find a car you want to purchase. They start at around 3-4k CR.
Press to open the pie menu and select Buy from the top.

I think it's bugged, I've bought 2 cars from the junkyard and nothing
