You need to find 8 pieces of Legendary (Orange) items to equip. Luckily it doesn't have to be max level, so if you hold on to a low level legendary, you can simply save it until you have enough items. Equip them all and voilà! Try to play on the highest tier and open big chests to increase your chances.

Did not pop for me at first. I had to unequip all the items then re-equip them all. Then it popped.

It was the same for me. I had to unequip all of my legendary items and re-equip them for the achievement to pop.
