How to unlock the Miner achievement in Disney Dreamlight Valley - Definitive Guide
The gray rocks you see in every biome on the ground are not the ones you need. The dreamlight challenge only shows an uptick on the tracker when you receive gems from the black rocks, not the action of mining them. (Thanks to Fuzzmeister J)
The fastest way to do this now is in the mineshaft located in Sunlit Plateau, you are guaranteed at least to get something every time, the Sapphieres count too. There are roughly 10 rocks in a circle that will basically respawn faster than you can mine them. (Thanks to Mike, Vok, Tinus, and others in the comments.)
Previous Solution before The Lion King update:

I kept track of the last 818 gems that I needed for this achievement. It took me 2,139 mining nodes, for a success rate of about 38.24% (818/2139). This data isn't perfect since it includes the nodes with gems already showing (which are obviously a 100% success rate for that node) and nodes that shoot out random amounts of gems/stones/coal (meaning possibly more than one gem obtained for that given node), so both of these things skewed my calculated success rate a bit higher. This should give a good general sense of the amount of mining nodes it will take to get this achievement though, which would be somewhere around 4,700 nodes to obtain the 1,800 gems needed (1800/0.3824). If you are planning on grinding this achievement specifically, I would recommend keeping the well fed buff up as much as possible for the increased movement speed.

Not necessary to improve the solution, but something cool to add would be the locations where you can find each of the gems.

Well the challenges show exact progress, so IMO it's a little better than pulling up the guide.
