In the game you can play as your Fable 2 hero, or use a pre-made character.
For this achievement, select your Fable II character in the the character select screen.To do that, you need to have an adult (post time-skip) character saved on your Fable 2 game.
While plying pub games with the character selected, play a game of anything, (In pubgames, not Fable 2 obviously) to unlock the achievement.

I uploaded my Fable 2 hero save to the cloud, I'm still not seeing it as an option on the Xbox One?

If trying to unlock this via Xbox One and you just imported your Fable II save data to the cloud you will need to start up Fable II first. This will then sync your save to the local X360 emulator data on your Xbox One so it can then be selected.
In essence, Pub Games does not see your character from the other cloud save data but the local console cache.
