When you arrive to a part of the story which has two US presidents, simply press down the D pad two times until you equip the molecular googles. The one with the yellow lines through his body is the morph. Kill the other one.
(This is not a decision drive moment, when you kill the real one, the game will be over and you will have to reload last checkpoint), so do this achievement first and then when you reload the last checkpoint which is when you have to make the shot, kill the fake one)
