HIGHLY MISSABLE: There's actually only TWO in the entire game so the only way to get the Achievement is to kill a Werebear and then die and kill it two more times. It still counts as killing it even if you die. You'll encounter your first Werebear in Chapter 4.

Sigh, only achievement I missed, even debated letting myself get killed after my first one but assumed there would be enough for one playthrough.

Honestly, not your fault just bad design, why make an achievement like that when there's only 2 of them in the entire game, I made the same mistake during my first playthrough. :(
