How to unlock the Charting the Stars achievement in Heavenly Bodies - Definitive Guide
This achievement is only possible to unlock in the level, Minerals.
There will be access to a Mining Capsule that allows you to travel to an asteroid field. The flag is found in the space station you start in, inside one of the wall cupboards found on the sides of the room where the Mining Capsule can be located. Bring the flag to the Capsule and when ready head to an asteroid. The first objective asteroid is a good place to plant the flag. Firmly set the end of the flagpole onto the asteroid and let go. If done correctly the flag should stay in place and the achievement will unlock.

This can be done in mission 04. Minerals.
The flag is in the right box by the capsule, bring it with you to the mining capsule. Fly the mining pod to any of the three large asteroids on the map. I suggest red because it's the closest. Collect the flag and place it on the asteroid. It will probably require some wiggle as it should be a little deeper than you expect, but keep trying and it will eventually settle down and the achievement will appear.
