To unblock the pond you will have to make a bridge to cross the river, then go north towards the waterfall and make a small bridge to pass in front of the waterfall

Once you gain access to the rear area of the town, first by crafting/placing a short bridge & then by crafting/placing steps, you can leave town & explore the forest trails. The first branch of the trail to the left takes you to a stream that requires a long bridge crafted to pass. Return with the crafted bridge and use square to find a correct rotation that permits placing the bridge. Continue over the bridge to a pond area littered with trash. Pick up all trash piles and stow it in your backpack. Requires about four empty slots. Leave the pond area and you will encounter the fisherman on the trail.
