This is a story mission. After getting on the train and you’re gonna want to go up the stairs to the inn. It’s the building on your left with the lights on.
Go through it all, and go to the bed in the upstairs of the inn and go to sleep. When you wake up go to the inn keeper and she will want you to do this mission.
Go outside after talking to the inn keeper and go down the path between the buildings. You will meet another animal character and he will ask you to find his red scarf. Go behind the the buildings along the river to the run down cabin and you will find the scary. Give it back to him then go back to the inn. A cut scene will pop and you should get the achievement.

I had to talk to the resident missing their scarf and another resident before the quest was ready to turn in at the Inn.
