To open the vault, YOU need to be the one holding the key.
This, of course, can be acquired multiple ways...the primary way being to pickpocket it from the sheriff (the other way, is killing the enemy who pickpocketed the key off of the sheriff).
NOTE: once you have the key, the vault is NOT highlighted to run to. There is simply a message saying its general location... ie. "The Garrison" (and, if you look just above your ult, it will even say which floor). You will still need to find the vault door (or have a teammate find the vault door, at which point it will show up on your mini map). Then you need to get to the door, and press A.
Achievement will pop immediately upon pressing A at the door.
