You can get this right after you start the game in the Dino Base. Head right and instead of getting in your ship, hold 
and head to the area above you.
After getting all the coins, be sure to head left a bit more to get the collectible too.

The 4th level Snow Blind is the easiest to get this on. It's one big square of a level with coins all around. There are no hidden coins or bonus level. So very easy to not miss anything.
