The first level you can get this on is the jungle level “Crimson Valley” which is overall level 7.
I rarely hire the mercenaries in the levels but just hire three of them and keep topping them up when they occasionally die (their health does regenerate). You can’t control when they whirlwind but you should get it during the level.
