Abilities are available to be upgraded once you finish the first tutorial fight. You will only have the money to unlock one or two at the start. Once you reach chapter 2 you unlock the first way to make money. There are not enough abilities to unlock 20 without needed to get the next catalogue. Once you meet the weaponsmith, he will give you the second catalogue that will unlock the ability to purchase most abilities. Once you purchase the 20th ability the achievement unlocks.
