To upgrade the Umbral Lamp (also an achievement) and be able to socket umbral eyes, you first need to level it up to level 3 which you do by collecting 3 Antediluvian Chisels and bringing these to Molhu at Skyrest Bridge. Shummell already has a guide/video up for finding all these Chisels:
