Seems mostly story related, but judging from ratio order of achievements it may be missable.
I'm assuming this is due to being able to hit the target without it being a bullseye.
Discovered this area on the way towards the Multiface II. Shortly after going through the first teleporter in the game, go forward then left (only options). You will be in a room with a map piece that you collect by pushing the darker brown box on top of the light boxes to reveal one of the pieces you can move by jumping on top of it.
From this room, use the door on the right. Then past the spikes through the door at the far end. Then straight (only options). Then to the right. This is the room for this achievement. Use the turret to hit the bullseye. The controls are reversed.

Note thaat the hit must be on your 1st try, dashboard if you don’t get it immediately

This achievement is missable!
Shortly after going through the first teleporter in the game you will get here as part of the story. The achievement can be missed as you can hit the target, but not the bull’s eye. If you do not hit the bull’s eye you can dashboard the game and quit if you do not go through a door to force a save. The cannon shoots infinite ammo, and automatically, you also have no time limit so there is no rush.
