You get this by opening the path to Calming Cove located in the bottom left side of town near the Saloon. It will cost $1500 to clear the path. A good source of money is to pick up forage items in the area between your farm and town and sell them at the board on your farm with the $ sign on it

Was it just me or does the game bug out if you have a full inventory and you are given the fishing rod but you actually don't have it because I didn't know that I was going to get the fishing rod when I went into the area to see what was new so I couldn't find the rod afterwards so I just quit and reloaded the day and made sure to have room when I went back to that area

It is definitely buggy, I was on at launch and it was nearly unplayable. They have made some changes and were pretty responsive in getting updates out early on. Hopefully that can continue to improve (:

You can unlock this achievement at any time, as soon as you've got $1500 to spare. You will find some rubble to the West of the General Store in town that you can clear, and when you enter the new area you will be given the fishing rod and unlock this achievement.
