Here is a list of the levels and the slowest times required to advance the story. Getting all the stars is not required to get this achievement. But they are required to get other achievements.

Billie's Bungalow (14 items) 13:30
742 Evergoose Terrace (16 items) 15:00
Catch Shack (18 items) 13:00
Locksmith Lodge (14 items) 13:30
Chalet la Faye (18 items) 15:00
Boxwood Farm (11 items) 13:00
G.O.A.T (13 items) 15:00

Upon completion of G.O.A.T, you will have to drag a machine through the HQ and activate it to open portals to other zones. After this story scene, the achievement will pop.
