This unlocks after completing a score attack level. I didn't see one until I was FART level 4 and unlocked additional levels in the portals.

Go to Pactropolis City go south east past cloudy labs to cloudy cataloguing conundrum and complete the level, I was f.a.r.t level 7 at the time I found it.

I got this at only F.A.R.T level 4.
I entered Pactropolis as soon as I was able to after completing the Packmore levels. When returning to Packmore I then completed the levels in Folkmore (I now had 2 Gnomes) I then re-entered Pactropolis and after a few levels was able to attempt this one.
You only need to deliver 1 item during the time allowed to complete it

Score Attack is a new type of level added to this sequel, and in it, instead of moving furniture, you need to obtain enough score before time runs out. This consists of some sort of minigame, such as slingshotting objects into targets. There are typically one or two Score Attack levels per area in the game, so you will unlock this unavoidably while completing all levels.
