You fight the final boss after collecting the three gems that you get from progressing through the regular dungeons.
Just a couple quick tips that helped me:
1.) Stay on the original platform rather than moving to different ones.
2.) Use the right stick to aim straight forward and then leave it in that position and don’t touch it. Your aim will stay straight on. It’s easier than trying to move the stick to aim and dodge his bullets. It also helps keep them in a straight line.
3.) Prefire coins in between his 3 phases so as soon as he stands up you can get a cheap hit on him by pulling them backwards.
