You should be able to get this without any problems as you progress through you reputation levels. I have not tested if they have to be different weapons or if you can just buy the cheapest weapons from your main and secondary gun.
Tips:
Try to save money (if your going to do this in one go)
It is earlier when you do harder jobs (more money & more guns are unlocked)
Best to do somewhere after level 15 or 20

This achievement should come naturally as you complete heists and earn money. Simply own 9 primary or secondary weapons. Try saving your money if you want to do this all at once and only buy cheap weapons to make it easier.
