How to unlock the Guessing Game achievement in PAYDAY 2 - Definitive Guide
First off the skills needed to make this easier on you and save some heartache.
1. Domination ACED - Keep in mind this will not always work there were some ballsy FBI guys who would fire a shot off before going into surrender, and some who wouldn't surrender at all.
2. Shinobi ACED - You are going to want to stay crouched during the whole mission, also being able to melee a guard silently is never a bad thing
3. Silent Drilling or ECM overdrive - Depending on you're play style to get past the second server room door without any issues (If you have ECM Overdrive it will make this quicker)
4. Smooth Talker
These skills are optional but can help
1. Transporter because the server is heavy and you want to get out quickly
2. The Cleaner ACED so you can bag up the bodies should you have to create any.
Now on to the boxes themselves. The game usually likes to split it up with one of the correct boxes being on the ground floor and the other being on the second floor, that's the good news... bad news is there is no way to tell which one is correct so you are going to have to guess; What I did was the first box I could easily get to would be the one I would try, after the first one is cut without an alarm sounding proceed upstairs and take a crack at the second one.
Once you have the correct wires cut and the alarm is deactivated on the door proceed to the server room door which hopefully is not the one next to the conference room upstairs if it is you're going to have a bad time.
Now once you get the lock picked using either your drill or ECM overdrive to get past the server door, take out the server and sneak back downstairs.
I know this sounds easier when written down, but this is probably one of the hardest achievements I have ever seen as it boils down to a lot of luck and a ton of patience.

Now the one and only time I have made my way in to the server room. I was ready to leave when a guard came by and noticed the door was open. I tried to use Domination on him and he raised his arms but he wouldn't kneel down and istead he pointed his gun at me again. Same thing happened with the 2nd guard that came by. I think the reason why I couldn't fully dominate them was because they saw I had the Server on my back.

This achievement is tricky mainly because requires luck; however I will try help you to make it less of a pain in the hindquarters!
Recommendations:
• I recommend you do this achievement when you are at least past level 54, so you will have more experience with the game and will be at the minimum level for all the skills I recommend.
• Accept a Non-Pro-Job Firestarter to complete the achievement, so you can restart the mission. The contract can on any difficulty, I did not notice any difference.
• Try this achievement offline because you can easily restart. However, if you want to do this multiplayer, you will want to turn AI OFF before accepting the contract so you can easily kill yourselves and restart.

• ECM Specialist – ACED

How to do it
1. Picklock to get inside.
2. Find a white security box, open it and cut the wire (careful of surrounds as you need to stand to open the box). REMEMBER to close the box after cut because guards and cameras will notice.
3. Find another white security box, open it, cut the wire, close the box.
4. Now you have disabled the server room alarm, find and picklock the server room.
5. Once in ECM override to get to the server, or drill if unable (ECM Overdrive skill needed).
6. Grab the server and return to the vehicle.
7. Complete!
Other essential notes/tips
Above is essentially what you need to do and I make it sound so simple above right? Well it’s not. You will find lots and lots of times you will cut the first wire and the alarms will go and you will have to restart. This is because there are 4 boxes in the building, 2 downstairs and 2 upstairs. 2 out the 4 boxes will trigger the alarms; the other 2 are what you are looking for and will disable the server room alarm.
I have found that the correct 2 wires cut have always been (as far as I know), 1 correct on the downstairs, 1 correct on the upstairs. I recommend you play by that rule as I have not experienced/read otherwise.
Once inside the building, you should mostly always be crouching to obviously not get spotted as quickly. Take advantage of the fact Xbox has not had the major patch needed to the game; you can easily get away with guards and cameras facing toward. With “Shinobi” skill ACED, this will speed up you crouch speed.
Although I put in the skills tree to have “Smooth Talker”, “Dominater”,“Cleaner”. It is possible to get away without killing any guards what so ever. This is how I actually normally do it. So I’m basically saying you don’t always have to kill the guards you see. We tried to avoid them, and take them if necessary. Arguably you may say the more you kill the easier the escape, but the fact is, over 90% of the time for us, it was the boxes that was making us restart, not getting spotted by guards. So even if you take it slow, it will still come down to the chance of the boxes.
Similar with cameras, we tried to avoid taking them out, just because we didn’t want to wait for the lured guard to investigate. Trust me, with this achievement you want to basically keep trying boxes ASAP, not taking it slow and waiting for guards.
With the ECM jammers, you ideally want 1 for the overdrive once in the server room. Then the next ECM for the final escape to the vehicle. Once you have the server on your back you will want an ECM just in-case things go pear shaped. Meaning, if on the final escape to the vehicle and you get spotted by a guard by accident. First thing to do is place that ECM down and get to the escape! Make sure you still answer pagers though because on Xbox we haven’t had the patch where ECM jammer stops pagers. Also you may want this final ECM to stop cameras temporarily on the last escape out.
How I actually do it
I have actually uploaded images on “Imgur” the blueprints of the map. I have edited the blueprints to show you ALL (98% sure all) the possible spawns for the boxes. I have also shown you the route I take every restart to try to spot most the boxes that have spawned on the map. So I strongly suggest you look at that:

However I will talk you through how I do the achievement/routes anyway.
1. Once you spawn at the vehicle, firstly head right just to see if there are any boxes to cut in the main entrance room. (2 possible spawn). These are for note, preferably not for cutting. Arguably an irrelevant step.
EDIT: I am finding the more times I do this achievement, I find myself starting on step 2 to speed things up. You may still want to do this step though, just so you know if boxes have spawned in the main entrance.
2. After that, proceed down the left hand side (if facing the building). As going down that side of the building, look into the big room. To the far right as there may be a box there. Also you may spot the server room in this room to the far left. Then picklock that entrance.
NOTE: If a camera spawns down here, try crouch round it, however if it is facing the pick locked entrance (quite rare this happens), take it out, open the door, wait for the guard to investigate, kill, pager, hide body. OR you may just want to restart if you want to try without shooting cameras.
3. Once inside you are going to want to cut the easiest box you can get to on ground floor.
4. There may be box immediately to your right as you enter.
5. If not, go straight on and there may be a box on the wall to the right as you go straight on.
6. If not, go round the corner and there may be a box next to the middle staircase.
NOTE: You can tuck yourself right underneath these middle stairs and you will not get spotted. A great safe spot.
7. If not, continue round on ground floor and see if a box has spawned opposite the elevators.
8. Hopefully you have walked past a box by now, if not you are going to have to try get to a ground floor one you have seen.
9. We found many, many, many times this first box would set an alarm (we got to 11 first box alarms in a row, no joke!)
10. If you have got lucky, now for the upstairs.
11. Check up the middle staircase if there is a box just to the right as you get to the top of the middle stairs.
12. If not, head back to the “pick locked entrance room” again. And go up the stair case that is closest to the entrance.
NOTE: If there is a camera at the top of these stairs, be brave and you should be able to crouch round and past it, even if it spotting you. (timed right so you don’t get sandwiched by guards.)
13. There may be a box immediately up these stairs, if so and there is a camera spotting you, you will have to leave it, if no camera, try that one (I applied this rule to all boxes actually, if a camera is watching the box, try another box).
14. If not, head round the corner to the left where there may be one round that corner.
15. If not, look behind you to the top of the balcony and you may see one on a pillar.
16. If not, continue round left around the edge of the top floor and you have 3 possible box spawns near the conference room.
17. If not continue round and you may see one round the other side of the conference room.
18. Most likely you have got to another box by now. (Look at “My routes” image above for other routes I take inside the building. If it is free, I sometimes like to get to the conference area via the middle stairs. However the route what I've explained above is good at spotting many of the box spawns.)
19. Now you should have cut the second wire, hopefully that one worked too.
20. Now you need to head for the server room. If you have taken the route explained above, you should have walked past 3/4 possible server spawns. If you didn’t see one, the last possible server spawn is upstairs and sort of above the main entrance area. You can see it in the pictures above.
21. Get to the server room and pick the lock. If a camera is watching the server room door, you may need to use your ECM to get inside, however most likely not.
22. ECM override the next door.
23. Grab the server.
24. Now take your time, you don’t want to mess this up now! Take it slow and plan your escape out. Hopefully it should be a smooth run out. You should hopefully have one last ECM to use if it goes haywire. Use it if you need to get past cameras or if a guard spots you.
If a guard spots you, drop the server, ecm, THEN kill the guard, pager, pick up server and continue. If a camera goes “!” by seeing a dead guards body, there is no way you are getting back to the vehicle. Or if you decide not to answer the pagers, you only have 5 seconds after each kill to get to the vehicle, which is not enough time.
If you are within 31.25 seconds (you think) of the vehicle and a guard spots you. It may be worth not killing him at all so you don’t need to pager. Simply ECM (to disable all cameras) then head direct through towards the vehicle. Through glass if needed! A risky approach but actually how I got the achievement my second time for my friend.
I (i’ll admit) accidentally got spotted on the escape back, so I ECMed and we just head for the finish, past shooting guards, through metal detectors, through glass! We made it to the vehicle BUT about 1 or 2 seconds before we were about to get to the menu screens we heard the alarms! Did he get the achievement though…? YES! So lucky but what a rush!

Cleared up rumours
• I read somewhere that the correct 2 wires are between 16m to 21m from the computer you need to hack. Well I’ll tell you I found a lot of data to confirm this is bogus. I found correct wires ranging from 10m to 51m therefore there is most likely no method of working out via this method.
• I read somewhere that there are 5 boxes that spawn on the map. Although this may be true. I have only ever seen 4 spawn at once and I have done ALOT of restarts. So 5 spawning must be very rare anyway so nothing to really worry about.
• I have had ONE time where 3 boxes spawned upstairs and 1 spawned downstairs. I found the box downstairs triggered the alarms so you will maybe want to try the upstairs boxes.
NOTE: This point actually contradicts the rule of "1 box downstairs is correct and 1 box upstairs is correct."
However, I would honestly just still stick to the rule of cut the easiest downstairs box, then the easiest upstairs box.
Final say
The achievement is possible but yes it is a pain in the neck, due to its very luck based nature. The more times you try boxes though, the more and more you increase you probability of getting a right 2 combination. Think of it like that.
Sorry for the long guide/solution, however I have seen so many people complain over this achievement, I felt I needed to write up the long in depth solution, to help others.

We warned: this worst Achievement in this Game, its completely based on luck.
To get this Achievement you need to cut two right Cables inside the Security Boxes to deactivate the Alarm from the Server Room and escape with the Server unseen. Problem is you don't know with cables are the right ones, if you cut the wrong one the alarm goes on - thats why the Achievement is called Guessing Game.
Statically seen you have a 10% Change (or 16.7% if there are only four Security Boxes) to deactivate the alarm ... well Theoretically, took me four hours. I wish that you don't have to try this Level over and over again.
I highly recommend to play this Level solo, so you can restart faster. Also you should be Level 50+, because you need a few Skills: Aced Dominator, Mastermind T4 (You can now intimidate non-special enemies.) AND Aced Silent Drilling Skill, Technican T4 (Your drill is silent. Civilians and guards have to see the drill in order to sound the alarm.) OR Aced ECM Overdrive, Ghost T5 (ECM jammer can open doors which require keycards.)
Skills that are helpfull
- Aced Cleaner, Ghost T2 (You can bag and throw corpses.)
- Smooth Talker, Mastermind T3 (At least 4 pagers can be answered.)
- Aced Shinobi, Ghost T3 (Your faster while crouching and Enemies make less noise when shot or meleed to death.)
Start the Mission Firestarter (dont pick a Projob, then you can't Restart the Mission), and play to Day 2. Run in the FBI Office and just cut the next two Security boxes that you can find (you have to stand up to cut the cable), be sure to close the boxes after. If you see a Guard intimidate him (the other Guards don't mind them, if they see them. PC has this "bug" patched, maybe Xbox Version get it too). Don't destroy any cameras or kill Guards if you don't have the Aced Cleaner Skill - Guards will trigger the Alarm.
While I was going for this achievement I noticed there sometimes only is one box downstairs. In this case DO NOT cut that wire, because it will always set of the alarm. I've tested this theory over 80 times and the single box downstairs is always wrong.
I also recommend going for the games with 3 boxes upstairs, because this will give you 33% chance of succeeding (cutting the first box will be 66% and the cutting second 50%, which makes overall 33%), instead of the 25% in the games with 2 boxes up- and downstairs.

One little thing we skipped over when trying to figure it out. You have to stand up to actually cut the wires. Seems simple but I over looked it!
Also remember to close it after you cut the wire if the alarm doesn't sound. If it does sound restart (for CRIME.NET offline) all die if in CRIME.NET

It is recommended if you are attempting this achievement to do this on solo because you can simply restart the mission should you fail. Also, make sure you are not on a "Pro Job" difficulty, because then you can't restart. Restarting the mission will restart Day 2 only and you will not have to repeat the stealing the weapons part.
For this mission, you must stealth your way through the FBI office and steal the server. The way the mission has you do it is by activating a computer to bypass the security lock. You do NOT want to do this, rather you want to bypass the lock through the use of the security switch boxes. There will be numerous guards that wander around; these guards can be tagged with RB. Be mindful of cameras and also note that guards will call in security on broken cameras.

You will be wanting to make guards handcuff themselves in this, it keeps them out of the way and they do not get detected by other guards or cameras.
Carefully make your way through the offices and find the security switches and cut the wires. There will be four (4) switch boxes. Two (2) of these boxes will disable the security, you need both. The other two (2) if triggered will sound the alarm.
When you open one of the switch boxes, there will be a wire there. You will have to cut it. You will know if it is the wrong box because shortly after cutting the wire, an alarm will sound. Unfortunately, I cannot provide any advice on the boxes, they are all at random whether they will alarm or not. All I can say is best of luck.
After you successfully disable the security system, make your way into the server room and get steal the server. The achievement will not pop until you successfully escape with the server, so make your way out as best you can. If all things went well, you should not have any problems.

The best version of this build requires $2.6 million and can be created at rank 53, though I unlocked the achievement when I was only rank 50 (I didn't purchase the Basic "Lockpicking Expert" in the Ghost tree). All of the hallmarks of other players' guides are present in this build:
- Aced "Dominator" in the Mastermind tree (for ordering guards to restrain themselves)
- Basic "Smooth Talker" in the Mastermind tree (for answering pagers more convincingly)
- Basic "Transporter" in the Enforcer tree (for moving the server quickly)
- Aced "Cleaner" in the Ghost tree (for bagging corpses)
- Aced "Shinobi" in the Ghost tree (for moving faster while crouched)
- Aced "ECM Overdrive" in the Ghost tree (for opening the server door without using a drill)
- Basic "Lockpicking Expert" in the Ghost tree (for opening the server room's door quicker)
It is important to note that your chosen Skills are saved locally in the "Player progression" file on your 360's hard drive. As such, if you copy the "Player progression" file to another source of memory for your 360, such as a flash drive, and purchase additional weapons or skills, those changes will only synchronize with the specific "Player progression" file from the source of memory that you have selected.
What does this mean? You can keep your current skill spec by making local copies of your "Player progression" file on an alternate source of memory than your primary hard drive, and using this copied file to make any desired changes to your skills, with no resulting change in your primary "Player progression" file.
Therefore, if you currently have $2.6 million in available funds, you can make a separate profile just for unlocking the "Guessing Game" achievement, without wasting any money or sacrificing your skill spec for normal online play.
As far as I know there is absolutely no way of telling which security boxes will disable the alarm and you have to get two of them. I'm pretty certain that 4 spawn on the level leaving 2 wrong and 2 right.
In theory this gives you a 50% chance of getting the first one correct then a 33% chance of the last one (assuming there are 4 total)
The only tip I can give is try it when you're a higher level, I was in the 60's when I did, and also bring ECM jammers with the ECM overdrive to unlock the door. The Dominator skill comes in handy too, so does the Smooth Talker if guards need to be killed. There's also a guy who isn't a guard (manager?) and he will become alerted if he sees guards who handcuffed themselves, whereas the other guards don't. Finally, be careful if you get the server out that no guards see the open door because even if you complete the mission you won't get the achievement.
Hope this helps, I tried this for roughly 4 hours before getting it but its random so you might get it first time . This is my first achievement guide so feedback would be appreciated.
If you use one of your ECM Jammers to get through cameras, YOU NEED TO BE CAREFUL ABOUT ONE THING! If you kill a guard near a camera that is Jammed, you have to answer his pager. While answering his pager, the camera might start working again and you know what happens then. This can also happen when you see a guard but you don't see the camera, shoot him and then the camera detects the body. Do not break any cameras, but also be careful with Jamming them.
There is a random amount of wire boxes in the FBI building. Two of them will disable the alarm of the room you need to enter. You have to get very lucky and cut the two correct wires. There is absolutely no way to tell which ones are the right ones and you are not allowed to use the computer. This is all about luck. The boxes change everytime you replay the mission. If you cut the wrong wire, the alarm will go off and you should restart immediately. The wire boxes spawn randomly. You should be able to get the right ones every 10-20 playthroughs.
It's important that you use your ECM Jammer to open the door inside the server room (requires ECM Overdrive skill). It will open the door silently and instantly.
You will have to complete day 1 of the Firestarter job to play day 2 in either Crime.net or Crime.net Offline. The Dominator skill from the Mastermind skill tree and the ECM Override skill from way up on the Ghost skill tree are almost mandatory. Other skills such as Chameleon and Shinobi (also from the Ghost skill tree) will help and make the mission a little easier.
At the start of the mission, after heading inside the FBI building from the right side, there will be several wire boxes scattered around the building. Two of these boxes will disable the alarm on the room you need to enter. You have to get very lucky and cut the two correct wires without getting caught. The wire boxes spawn in different locations inside the building every time you play it. If you cut the wrong wire, the alarm will go off, and you will have to restart the mission.
NOTE: Be sure you close the alarm box when you're done. If a guard sees an open box, they will immediately call in the alarm. Also, you have to stand up to cut the wire inside.
Currently, if you have the Dominator skill you can get a maximum of four guards to stand down and cuff themselves. Other guards will not react to the cuffed guards. THIS IS SCHEDULED TO CHANGE AFTER THE NEXT MAJOR UPDATE. Be very careful that cameras or other guards do not see you, or the guard you are dominating, as they will alert from it and immediately call it in.
Once you've successfully cut both wires, find the entrance to the server room, lockpick the outside door, and use an ECM jammer to silently open the inner door. While doing this, stay alert on any passing guards. Finally, grab the server and bring it back to the van; again, be careful to avoid cameras and guards.
This is perhaps the most frustrating trophy in the game, due to the fact it is highly luck-based. Because of this, it is recommended you do it solo so that you can restart immediately, as you'll most definitely need multiple attempts to get it right. You'll need most skills in the Ghost tree and a few skills in the Mastermind tree if you want to be efficient here, so you'll want to be at least Reputation level 50 before you try it. Before you do it, make sure you have Two-Piece Suit equipped, along with ECM Jammers and a silenced weapon.
Below are the steps you must take to complete this:
- From the start, enter the building via the garden to the left. It is far too risky entering via the right entrance or front door.
- Locate the alarm boxes on the walls and cut the wire on 2 of them. 5 alarm boxes spawn randomly throughout the building and only 2 of them will deactivate the alarm - the other 3 with set it off. This means you only have a 10% chance of picking the 2 that you need, which is why it will take many attempts. Make sure to close the doors on the alarm boxes after cutting the wire, otherwise the guards will spot it!
- Once you successfully cut the 2 correct wires, locate the server room and picklock the door (do not open this door before you deactivate the alarm, as it will set it off immediately). The server room can spawn in one of five locations, if possible try and have it spawn right near the side entrance.
- Once inside, place an ECM Jammer on the next door to immediately unlock it.
- Grab the server, place your second ECM Jammer on the wall to disable any nearby cameras, then move to the escape vehicle.
There are far too many guards and cameras in the building for you to be able to kill/destroy them all, so for that reason it is recommended you avoid killing unless you absolutely have to. If you do kill someone, make sure you answer their pager before you bag their body and hide it somewhere that it won't be seen.
Recommended skills for doing this are: Smooth Talker (Mastermind Tier 1), Chameleon (Ghost Tier 2), Cleaner Ace (Ghost Tier 2), Shinobi Ace (Ghost Tier 3), Martial Arts (Ghost Tier 3), ECM Specialist Ace (Ghost Tier 4), ECM Overdrive Ace (Ghost Tier 5). Other helpful skills include Lockpicking Expert (Ghost Tier 5) and Chameleon Ace (Ghost Tier 2 - if you're playing in co-op).
The below video is from before Patch 1.02, so ignore the fact that he dominates two guards. On Patch 1.02, cuffed guards can be detected by other guards and cameras, thus it is not recommended at all.
In order to buy the contract on Crime.net, Firestarter costs between $712,500 (Normal) and $4,050,000 (Overkill Pro) from your off-shore account.
In the FBI building you will need to disable 2 random alarm boxes where you need to cut the wire. Each time these alarm boxes change randomly and there is no way to know which ones need to be turned off.
Every time you replay a mission, the alarm changes its location. If you cut the wrong wire, an alarm will sound and you will need to restart the mission immediately. If you follow the video instructions below, then for every 10-20 playthroughs you can get to exactly this alarm location.
If you cut the right wires and the alarm did not go off, then feel free to move towards the room with the servers. If a guard notices you, use the Dominator skill and there will be no alarm. Once in the server room you will see another door. To open the door silently use the ECM jammer that you acquired with the ECM Overdrive skill. Now everything is simple - take the server and carry it to the car.

Don’t forget to change your weapon to a stealthy one, otherwise even in a suit your visibility will be 50-75, try to lower it below 10. To do this, look at the Concealment indicator of the weapon and body kit, the higher it is, the better. The best choice is a double-barreled shotgun (27) or Car-4 and MP5, in which this indicator can be raised to a maximum (30) even with a muffler. Put on a suit and take a jammer.
Another tip lists the skills Chameleon, Shinobi, ECMOverdrive, Dominator as required. Overdrive is not a mandatory skill; it can be replaced with a silent drill (I completed it with it). The chameleon gives a minimal increase in stealth, I went through without it, try not to kill the guards, so maximizing the chameleon also makes little sense, but this is at your discretion. The absence of a dominator will not affect taking the trophy in any way, because there are too many guards, so putting someone in prison then kneeling is stupid - others will soon notice him, so at critical moments it is better to kill immediately if there is no way to hide. Therefore, I would recommend the following skills - Shinobi (speeds up movement), Cleaner (if you still have to kill), Smooth Talker (similar to the previous one), Transporter (everyone has this skill, I think) and EC Overdrive or silent drill, depending on your current skill leveling .
Start by turning off the alarm, and not by searching for the server room - save a little more time. Be patient, constantly mark the guards, just in case, open the door of the evidence storage room (where the drugs/money/gold is) - you can sit there or hide the corpses, the guards do not go there, just like in the server room. There can be up to 5 boxes, do not forget to close them after cutting the wires, otherwise the security will raise the alarm. Remember that security can notice bags and sacks from almost any distance; do not throw the bag or server if there is a guard at the end of the corridor. Don't break the cameras.
When, after 1-20+ attempts, you successfully cut two wires, go to the server room. There are 4 possible options for its location, you should know them after so many attempts to pass. It may happen that the camera is looking directly at the server room, this is where the jammer you took will come in handy, place it and open the door. Open the next door with a jammer or drill. Take the server.
The most crucial moment is coming. You made many attempts and finally succeeded, all that remains is to carry the bag to the car. Now you cannot quickly run through an empty corridor, so act even more carefully, first look around all the turns/in all the corridors a couple of times and make sure that there are no guards nearby, wait in safe places until you are sure that you will have time to get to the next such place, sometimes It’s better to go back than to risk getting caught by security. You can try to kill several guards at the exit, and then return for the server, but this did not help me - in the end, three more came there and I had to wait 5-7 minutes until they dispersed.
If you are really bad at stealth and nothing works out, then restart the day until the server room on the first floor falls out, it will be easier for you, but then you will probably have to do a lot of restarts
