The first piece of armor you unlock (not including the two-piece suit) is the ballistic vest at level two, complete any heist to level up then select it from the inventory and equip it, your achievement will unlock.

In order to do this, you must equip any armor other than Two-Piece Suit. To do this, go into your Inventory and tab across to Armor. The first armor, Ballistic Vest, unlocks at Reputation level 1.

The first armor you unlock is the Lightweight Ballistic Vest at level 12. This can be equipped from the Inventory menu or by changing your Loadout on the mission briefing screen.
