The DJ is a uniquely dressed Civilian. Look for Blue and Purple clothing. Zip tie him and keep him from getting rescued by the Police. I recommend moving him near a Drill that's in progress. Any Difficulty works for this Achievement.
This will trigger when you get him close to the Escape Van. The extra Escape event should not impact getting this Achievement. This also appears as a Weekly Side Job.
