I'm from Germany and I have preordered this game in Austria. I was suprised when I got it 3 days before launch.

Once you've started up the game you should be prompted with a message asking if you would like to go to the safehouse, select yes. Progress through the tutorial, and you will be asked to put on your mask. follow the on-screen prompt ('G' is the default key) to put on the mask.
