Easiest way to do this is to just hop online. Unless you want to do the boosting method. But this game is fun enough to where its not needed. If you want to level up faster play pro jobs with more people. Firestarter gives a fair amount of money and XP.

After fixing the above bug in the previous tip, I think the optimal option is to frame the Rats and Arsonist levels, because they are easy enough at the Overkill difficulty level and definitely Pro Job, 250-290 in experience are guaranteed to you.
