How to unlock the Ultimate Strike achievement in Persona 5 Tactica - Definitive Guide
This achievement practically requires you to set up for a Triple Threat/All-Out Attack, where the more enemies you can hit with it, the more damage in HP you rack up in this one move. I unlocked this achievement by following this guide for the Quest #9 mission. (Forgive me for using a Playstation-centric game guide site for the source of the solution here):

There are 9 enemies in total for the mission, and the Triple Threat I executed came down 225 HP/enemy, making it 2,225 total damage. Select Ann, Haru, and Makoto IN THAT EXACT ORDER, because you need Makoto on the ground floor of the stage, as you have to get her to the other side using a couple of One More attacks to extend her reach.

The easiest way to unlock this achievement is to complete Quest 12: Learning from a Pro which is available during the third kingdom missions. You'll have to kill a dozen ennemies in one turn using one triple threat attack which will do more that 2000 damage.

Finishing Quest 12 does not guarantee this. Maybe because I was too strong and damaged the enemies too much while trying to position the MC. It seems you can't replay quests.

- Yusuke
Right, and now the moves to accomplish this devastating attack:
- Yusuke - Move Yusuke up the ladder to the right and into the far left corner after coming up the ladder (it’s the one square that’s on its own is next to the cover that looks like a nut). Just leave him there.
- Ryuji - Move Ryuji to the back of the map, and stand him on the square that is one block away from the cover (that looks like a nut too - not the one you eat). Leave them there as well.
- [REDACTED] - Take them and shoot the explosive barrel that blocks the way to the north of the characters and where they start.
- Morgana’s move is multi-staged…
- For the first part of the move, take Morgana through the gap and near to the ladder which leads up to the platform to the left of the level (from the perspective you start with).
- Then, you need to shoot/use a Persona ability on the enemy that was just dislodged by the explosive barrel. This will trigger the One More move, which will allow you to trigger an All-Out Attack.
- After that, climb the ladder and go to the far corner, near the ledge and the explosive barrel. When there, trigger the All-Out Attack.
