How to unlock the Weapons Master achievement in Persona 5 Tactica - Definitive Guide
Once you're in the endgame, amass about ¥400,000 then save the game. Go into the shop and buy the six cheapest weapons for every character (48 weapons total), then buy Ann's last two weapons (her weapons are the cheapest if I mind right). Once the achievement pops, reload your save and get your money back

This is just my experience, but the counter for this achievement can be a bit buggy as it didn't pop for me until I had purchased every single weapon for each character.

As is always the case in Persona games, the longer you play, the more weapons you'll be able to purchase from the in-game shop. To get the ‘Weapons Master’ trophy you simply need to purchase 50 different unique weapons.
When you get into the final Kingdom, you'll be able to purchase 8 weapons per character, which once you buy them all, will add up to 56 unique weapons (for the 7 playable characters: Joker, Morgana, Ann, Ryuji, Makoto, Haru and Yusuke).
That said, you will need to craft 10 weapons for the Novice Craftsman trophy, so you won't need to purchase all 56 (although some do double up). If you stick to 50 in the shop though, you'll unlock the ‘Weapons Master’ trophy sooner or later.
