Police Simulator: Patrol Officers

To check if someone has a warrant, ask for their ID upon lawful contact and open your Police Computer via the "two-sqaures" button on your controller.

Navigate to the Entity History tab (the second one with the green person under a magnifying glass) and find the person you've just received an ID from -- it should be the first entity on the list.

If you look to the middle of the screen, you'll see a list of information including their name, race, etc. Under this list, there will be a column regarding their warrant status called Open Warrant. If it's marked as yes, simply handcuff the perp for having an Open Warrant through the Background Checks and Documents tab, and you should receive the achievement.

Edit: You can also gain this achievement through either the Aggravated Assault or Robbery crime scene callout. Simply find the suspect the game requires you to and arrest the perp for having an Open Warrant.
