There are multiple reasons that are justified for having a car towed. Some of the more common ones are-
-car parked on sidewalk
-car parked in a no park zone (bus zone, taxi only, no parking on certain days, etc.)
-a car was in an accident and can no longer be driven (black smoke, broken windshield)
-the driver was arrested and their car was in the middle of the road
When you respond to a car accident there is a high likelihood that one of the cars can be towed for the last two reasons, so just keep playing until you see one of these scenarios (keep in mind there could be more, these are just the scenarios I've seen so far while playing the game)
