This achievement is done on the level "Clean the Washroom" and involves cleaning the toilets last.

This one is fairly tricky since you have to really go out of your way to not complete any of the three toilet parts. Just to be safe I left the 4 Toilets, 4 Toilet Lids, and 4 Toilet Seats for last. Once everything else was done in the washroom I went from cubicle to cubicle doing all the lids, then all the seats, then lastly all of the toilets and was able to unlock the achievement. It's completely fine and pretty much unavoidable to hit the parts of the toilet at least a little, but this is fine as long as you don't completely clean them.

I'll link a video showing the strategy I did for each cubicle to isolate the toilet, but I'll also outline that strategy here in text. First off, I started with the yellow nozzle and did a square to section off the toilet from the surrounding grime then I went in with the red nozzle to get right up next to the toilet on the floor, the wall behind the toilet, and then the cistern pipe. For the pipe and wall behind you'll need to go into Aim Mode (C on PC or on Xbox) and carefully use the red nozzle to clean the pipe and back wall.

The three sections that need to be cleaned to properly section off the toilet are the Tiled Floor, the back Cubicle Wall, and the Cistern Pipe. Once all these were cleaned I just cleaned the rest of the cubicle and moved on to the next cubicle and repeated the process. After all toilets are isolated, clean the rest of the washroom until it shows the 4 Toilets, 4 Toilet Lids, and 4 Toilet Seats on the To-Do List. Finally, clean all the lids, then all the seats, then all of the toilets and the achievement should unlock at the same time the level is completed.

This video shows both isolating the toilets and then me going back after cleaning everything and finished off the toilets along with unlocking the achievement.

The description isn't very clear and makes no mention to the Toilet Seats and Toilet Lids.

As such I left all three for last (Your 'To Do List' should appear at this point and list the items mentioned above with a quantity of four apiece).

I would suggest cleaning the items in the following order:
4x Toilet Lids
4x Toilet Seats
4x Toilets

The achievement triggered just fine after cleaning the last of the four toilets.

(Edit) Based on the comments that have been left I can confirm that you do in fact need to complete the three items that contain "Toilet" in their name: Toilet Lids, Toilet Seats and Toilets.

If you miss this achievement in career mode you can later replay all locations and co in Free play mode and get your missed achievements there.

Basically there are 4 toilets, unfortunately there are also 4 Toilet Lids, and 4 Toilet Seats. At the moment is unclear which exactly counts for the achievement and which not but the community found a way how to unlock this achievement.

Clear the entire washroom except 4 Toilets, 4 Toilet Lids, and 4 Toilet Seats. The important part, in the "To Do:" window at the end make sure that these 3 task are displayed in the "To Do:" window and nothing else! Don't clean any of the 3 things until you are absolutely sure they are the last ones. Check the job overview if the 3 things are NOT in your "To Do:" window overview. Then you have to clean something else BEFORE.

When the 3 things are in the overview, start with the seats and lids and still leave the actual toilet dirty. Do this with all 4 toilet seats and lids. After you have done that and the overview now shows only toilet *4, clean the remaining 4 toilets and in the normal case, you will get the Achievement.

Since no one had a known what was counting, I tested it. You only need to save the 4 toilets for last. You can get pretty generous with cleaning them. So no need to be precise when cleaning the lids and seats. You can use whatever nozzle to clean the surrounding, as long as the toilets are not complete. Should be easy to do as you need multiple angles to clean the toilets.

For reference I had cleaned the seats and lids around the halfway mark on the full room. I also had the toilets about 40% done but none completed. I did save and quit out when just the four toilets were left. Then went back into the game to get them.

To Confirm only the toilets count and not the 4 lids, seats, cisterns and cistern pipes. Below is the method that got the achievement.

1. Clean the 4 lids and seats
2. Press start and in the menu select quit to close the game
3. Re open the game and resume the Washroom job
4. Now clean the 4 toilets
5. Achievement Unlocked!

This achievement was tricky and kind of stressful, but is not too bad. By toilets, the game is referring to the main part of the toilet, the toilet lids, and the toilet seats. As long as you complete these three objectives last you will be fine.

You do need to clean the tanks and pipes attached to the back of the toilets first. They do no count as part of the toilet.

I found the easiest way to do this was to use the soap nozzle to spray everything but the stalls (or cubicles as you weird Europeans call it), and then to clean up with the yellow nozzle in the stalls (cubicles) and then very carefully use the red nozzle to clean the pipes and walls and floor around the toilet. You can spray some of the toilet, just make sure you don't clean a complete piece and get the 'ding'.
