Just a heads up, in case you have run into the same bug I have on Series X when trying to start this quest.
Some folks will run into a problem where you talk with the quest giver, then he will give you an item that will "help," according to him (it's just an amulet that has nothing to do with the quest). The bug kicks in here, where it will just stop and not give you the amulet, not let you hit pause or anything, and the only way out is to hard quit the game from the home page.
To fix this, I've found (thanks to an article online, which I'll link if I can find it again) that to fix this, you just disconnect your controller (take out the batteries, Turn Off Controller through the menu, whatever) until it gives you the message that the controller was disconnected. Reconnect and turn it back on, then you will get the amulet and can fully accept the quest.

Thank you for this comment! The game kept "hanging" for me when trying to start this quest, and this solved it. He gave me the amulet and then I could move around but everything else was still locked -- at which point I turned off my controller again, turned it back on, and everything continued along happily.
