You need to complete stage "Z1.0 - On A Shining Green Planet" using the Mr Heli ship (#59 TP-3). I believe this ship can only be unlocked using a password. The password is .... "mrheli".
You will need to destroy 300 of the crumbly stone blocks along the way ... I didn't count, but I'm guessing that's all of them.
You can do this in Score Attack, and on any difficulty, even Practice with the slowdown assist.

What difficulty did you do it on? How did you beat it? Through “start game” or score attack?

Nevermind….just randomly unlocked in game while I was checking messages. Confirmed that you have to do multiple play throughs of this stage in order to unlock this. It’s 300 total blocks across multiple runs with mr. Heli. Recommend doing this without closing the game in between runs. These new DLC achievements are really delayed/buggy.
