From the main menu, go to "Data & Gallery" then "Pilot & War Record"
You'll see three requirements in the bottom left of the screen telling you what you need to do to rank up.
Just do these to reach the next rank.
I can't remember the early ranks, but the one just before Admiral is Captain.
The toughest requirement, and probably the last one you'll need, is to complete 1000 levels without dying. You can do these on any difficulty, even Practice.
There are also requirements for completing 100 levels on Bydo difficulty, 50 on R-Typer difficulty, and for using lots of different ships, but you should get those long before the 1000 level one.
Top tip from Momiji in the comments: "Leo 2 can no miss stage 1 without moving so long as you hold autofire down."

Leo 2 can no miss stage 1 without moving so long as you hold autofire down. We'll I say without moving but you need to move back to the edge of the screen first. Score attack on practice. Which means you can sort of idle this but even still you're looking at 40+ hours of just repeating that...

I had to play 1001 games go to Pilot and War Record it popped this achievement.
When I quit game Xbox app and restart.
Pilot and Warrecord it popped last achievement for completing everything.
This achievement is brutal and takes forever. I would say 120-150 hours, depending on skill level and ship use.
This is off course with everything else including the DLC and till stagepass 2 set 5.

It's really annoying how slow they always are with updating the Xbox version
