You have to kill the boss of the R-Type III level using a fully-charged Mega Wave Cannon.
You can do this on any difficulty. Reportedly, minimum is "Kids" difficulty.
There are a few ships that have this particular wave cannon, but you'll have to buy them from the museum. I used ship #11: the R-9S Strike Bomber, others are probably available.
Get the boss down to low health (it gets faster as it's health drops) and then fully charge the beam by holding X. Despite the grand-sounding "mega" name, it actually only has a "high" charge. Hit the boss with this, and if it dies from this hit, you'll finish the level and get the achievement. If it doesn't die, hit it again until it does.

Hmm this didn’t unlock for me with this strategy and i only used fully charged beams to hit him :( (i didn’t leave the negative). It does say this ship has mega w cannon and i only used High shots so will have to give another go, maybe a glitch with trying to combine with the achievement for beating level first time.

I second inferno’s comment. Tried like 10x with #11 fully charged on mission X1.0 “flame engulfed arms factory” but no luck. Am I missing something? Used the R-9S with only the mega w cannon. Have not rated this solution, just asking for specifics for idiots like me
