Just finish the game on R-Typer difficulty to unlock this. You can use as many credits as you need, but there are several checkpoints where, stripped of your power-ups, you'll have a really hard time progressing, so just focus and try really hard not to die at those bits.
EDIT: You have to play the full game from start to finish for this, playing a 7.x mission on Score Attack does NOT unlock it.

Might be a silly question but can you get these just by doing stage 7.2 in score attack?
