You should get this once you've unlocked everything else.

I'm only posting this guide because it did not unlock immediately for me. It only unlocked after I had quit and reloaded the game, and went to the Pilot Records screen.

It guess it might have just been a simple delay, so if nobody else has a similar experience, I'll delete this.
