After getting this I found a manual for locomotives, it mentioned starting them with a short circuit. Not sure, but that could enable you to do this when you don't have the skillpoints in that tree. Or it is just a hint to check the locomotive *shrug*

Yeah I can confirm you don’t need the 3 skill points in the engineering skill tree to start the engine. If you don’t have the skill you can go into the nearby building as @appare in the comments said - there’s a manual to scan for the locomotive to start it’s engine

Yeah, I agree. I missed this achievement the first time around and had to load an old save. But I didn't have any points in engineering at that point, so this was super useful to save me going back and gaining three level ups.
