Story-related achievement.
You'll come to a point in the story where you have to use a computer in a control room to calibrate the Nadya Filter. You can then grab the Filter. Grab a battery for it, go into the hallway and grab the energy ball using the Filter and then use that to break the crate in the control room. This will give you a key that you can use on the second floor on the only closed door. Inside is another wooden crate but this one will require the energy of 4 balls before you can break it. Avoid the Blind Man and the spectres, and then break the crate when you can. This will give you another key and effectively stop the spectres from chasing you around. The achievement should pop then.
If it doesn't, continue on with the story by taking the key downstairs to the locked door and if the achievement was delayed, you should unlock it by opening this door.
