SAMURAI WARRIORS 5 (EP)

All of Nobunaga and Mitsuhide's skills can be bought by spending Skill Points earned in battle, or simply purchased in the shop. The Acquire Skill page for each unlocked character can be found under Officer Training, available in the Dojo.

However, both Nobunaga's final skill "Demon" and Mitsuhide's final skill "Bellflower", will not be available for purchase until you start Nobunaga's Path Chapter 5. Both will unlock when preparing to start the mission "Battle of Nagashino".
