This one you should be able to unlock rather early on in the game. I had unlocked this during Chapter 2.
It all depends on how much you use a single character. If like me, you use Nobunaga to run around the battlefield getting your kills this will feed to your weapon rank. If you have the Mastery skill on your weapon you will gain more Weapon Mastery points when killing an enemy. During the early ranks you'll also be able to use these points to upgrade your mastery of chosen weapon during the character selection screen. Though this can only be done so far in the early parts of the game
