I was able to find this video which shows off the requirements for the two rare horses:
The description on the video states that to get Hoshotsukige, you must clear all story levels (musou mode) with an S rank.
I'm unable to confirm just yet if difficulty matters, but I am close to S-Ranking all easy mode levels, and will edit this to clarify once I've unlocked the horse or not.
Upon completing and S-ranking all levels on Easy, I was informed I could purchase Hoshotsukige from the stables. He costs 0 gold to purchase. Difficulty of clearing everything on S-Rank does not matter.
This would potentially mean that you will unlock both 'Steed of Legend' and 'Distinguished General' at the same time.
While they do not pop at the same time, you can obtain the horse immediately after claiming 'Distinguished General'
