This occurs in the fifth mission, Maladh Wadi.
Climb up the tower and scan to identify all the targets. Then kill any one of the guards to set off the alarm. Once the alarm goes off all targets will turn red and the three suspects will start running. Two make a dash on foot toward exits and the third gets into a car and heads towards the bridge on the rightside. Despite what the description says, you don't need to hit the targets in the body. They will each run (or drive) past gas barrels and you can shoot them as they pass causing them to explode and kill the targets. This will still count towards the achievement.
